Seeing that the court was in Florida, I'd guess that maybe he has a Puerto Rican or Cuban background. Something Hispanic. Didn't sound Scottish to me.

Judge Rodriguez-Chomat, given finger by teen, no stranger to drama

Miami-Dade Circuit Judge Jorge Rodriguez-Chomat, who made national news by sending a disrespectful young woman to the slammer for a month this week, was not always all that respectful himself.
The judge, a former Miami state representative, once duked it out with a fellow representative on the floor of the state House in Tallahassee.
It was democracy — doled out with an iron hand and caught on videotape.
The well-publicized fight occurred during a debate about school vouchers in the 1998 session.
Republican Rodriguez-Chomat fast-walked toward fellow lawmaker Carlos Valdes, also from Miami, and grabbed him by the tie. Then he yanked and pulled.
The scene turned into a free-for-all between the two as they grappled like wrestlers trying to get the upper hand.
House members and security guards rushed to the floor and separated them before blood was spilled.
Valdes, now a real-estate agent, wouldn’t comment about the fracas. Neither did he want to say anything about Rodriguez-Chomat’s national headlines-grabbing encounter with Penelope Soto, 18, who flipped off Rodriguez-Chomat as he held her in contempt.
“Enough has been said about both incidents,” Valdes said.
But in interviews at the time of the incident, Valdes accused Rodriguez-Chomat of calling him a “jackass.”
Imagine the sentence Judge Rodriguez-Chomat would mete out to someone who’d done that.
Rodriguez-Chomat’s approval ratings among attorneys, according to numbers collected by the Dade Country Bar Association in 2010, were the second-lowest among 99 judges. Forty-six percent of area lawyers polled said they think he is unqualified for the bench.
Rodriguez-Chomat does not comment about cases before him.

My closest brush with the law are speeding tickets (and car accidents to a lesser extent, that's just info gathering). When I got stopped for not using my turn signal, I shut off the car, rolled down the window, placed both hands on the steering wheel and waited. Yes sir, no sir, hand over driver's license, insurance, and registration, do not have a good reason for not putting on turn signal, I am sorry, I will do it in the future, no sir, yes sir.

I think she was high in the first video. The hair thing is just a nervous twitch. The judge probably didn't need to raise she bail. Shouldn't have someone noticed she was high and not her let go in front of the judge until she was sober?

(I don't think she was high. I think she's just a goofy teen because she sobered up REAL FAST when the judge kicked the bail up by $5,000.)

If you look at the first part of the tape, other than some smiling/giggling, she was just standing there calmly listening to the proceedings.
She even apologized for laughing to the judge. Someone asked about cash/property. She boastfully said she had a car and lots of jewelry. Since she was young and stupid, she didn’t realize the judge was figuring out whether she should pay for a private (expensive) lawyer.
She’s 18 years old, probably not a Rhodes Scholar, just off a nice buzz (xanax bar), and seemed a bit nervous. If you look at the video she was at first saying “worth a lot of money.” She then said “rick ross”, but not in a flippant matter and then looked confused about her jewelry’s value.
The public defender guy quickly realized this and jumped in saying he would take her case to stop this line of questioning from the judge.
She clearly didn’t know the cash value of her jewelry.
At the end she says adios with a smile, not in a sarcastic or belligerent manner and the judge flipped out. She then was shocked, and then pissed, and flipped the judge the bird and cursed him, and the rest is history.

I'm sure each officer's tolerance level is different, but if say I get stopped for speeding and everything goes fine until the end and then I decide to curse him out and call him a fat, donut eating pig, could he arrest me?
