Sex-registry reformers open conference
Police stage show of force outside hotel

ALBUQUERQUE (KRQE) - They're a group with a controversial message, reforming laws that deal with sex offenders. The Reform Sex Offender Laws organization is holding their annual national conference in Albuquerque starting Friday.

The message that the group is discussing is controversial enough that members from Albuquerque and New Mexico State Police are sticking around the hotel to ease public concern. The opening ceremony got underway just before 9 a.m. and cops were in the parking lot as early as 7:30 a.m.

This the fourth year for the conference and organizers say it's bringing together people who are lobbying for revisions to the law on registering sex offenders. They also say they are for making the laws smarter, not softer when it comes to someone who has paid for their past sexual offense.

In a packet released to the media, it states they'd like to see access to the sex offender registry just be for law enforcement agencies and they also encourage programs which would reduce sexual abuse before and after conviction.

"Even if a person was on a public registry, they're in the privacy of their home, so how is public notification preventing anything," asks Brenda Jones, executive director for the Reform Sex Offender Laws group.

News 13 tried to reach the general manager of the Ramada Hotel to see if there has been any backlash, but he was not available for comment. One of the workers did say they have not received any complaints from guests and the only cancelations they had were at the beginning of the week.

Albuquerque Police say they will be on hand along with other law enforcement throughout the weekend to continue to monitor the area.

I sympathize with these people's goals. Their spokesman talked to the local TV news. He said that he was sentenced for rape when he was 20, which was 19 years ago. He served his time and was released from prison. He's been clean ever since. In another 17 years, he'll be off the public sex offender lists.

That's all out of proportion to the crime. But television stations get good ratings by whipping up hysteria about sexual predators, and no politician ever won votes by recommending a lighter punishment for anybody.

Considering many of the people that are on the list, or will be, are young adults who had sex with their 17 year old girlfriends, etc., the laws do need to change.

Several years ago I sent away for a list of local sex offenders. What I got was a huge compilation of a wide range of underdescribed crimes. As a parent, I wasn't concerned about 20 year olds who got caught with their still underage girlfriends, and I also didn't care about the drunk guys who took a pee in public. Violent rapists and child molesters were hidden because the list was too long. Might be different now, though.

Totally agree. Laws need to be more specific for offenders and need to separate obvious exceptions to those who are chronic offenders.

Re: the registry, the likes of which we don't have in Canada: On the one hand, sure, if I were a parent, I would want to know of sex offenders living in my neighbourhood. On the other, is it fair, or even wise, to essentially put these people under a spotlight to be stigmatized by those around them? How are they to reform themselves in such intensely scrutinized, acrimonious conditions?
Perhaps a publicly viewable registry should only apply to recidivists, so that if a guy has two or more convictions for rape, child molestation, whatever, have at him.
First-time offenders should have a chance to redeem themselves without being subjected to a scarlet letter. I have much less sympathy for recidivists and those who make no effort to address their criminal sexual deviancy.

According to Gawker, wanting to rape children is a sexual orientation:

Currently, there is no significant longitudinal evidence that pedophiles can be made to not be attracted to children, and thus it can be defined as their orientation. And if pedophilia is a sexual orientation, that also means it's futile to send pedophiles to prison in an effort to alter their attractions. Doing so is akin to sending a homosexual child off to a religious-based institution that claims it can "pray the gay away."
