Is my coworker a man of espionage?

Where I am working currently is not my permanent office, so I am sharing desks. The desk I am sitting on today has a mysterious note, crumpled and left on the desk.

It reads:

[Address in the Diamond District]

Booth 20 in the back

Lawrence is in Switzerland
You are Michelle's brother-in-law

$10 change needed
The address doesn't raise an eyebrow but the code words below do. What does "$10 change" mean? It's cryptic, but probably points to Alexander Hamilton.

The mystery continues. Today, while waiting a few blocks away from the address, a spritely young street person wandered up to me and whispered to look out for the cops, and ask if they were coming her way. She said she had just been choked by someone a few minutes ago.

I don't remember what happened next, but I ended up eating "shawafel"... a shawarma/falafel pita combo.

Also on the desk: a pencil sharpener, but no pencils.
