YAET - International Bidders and selling domestically

So a week ago I put up my old phone on eBay, and the auction closed. The winning bidder is from Indonesia, and the auction terms specifically say I only ship to the United States. Can I offer a second chance to the next highest bidder without any repercussions from eBay?

You need to send a cancel transaction request but if the buyer doesn't agree you won't get your final value fee back. Their's also a form for an unwelcome bidder but i'm not sure how that one works.
