That site the OP linked to sucks. The whole joke is that the character is misnamed Pedo in an obscure foriegn newspaper. This in and of itself is just barely funny. But the guy at that site thinks it's the cleverest joke ever that only "insiders" and those that are "hip" will get.

that actual bear...the one on the far right...is like the actual mascot or something for pedophiles.(or at least some persons joke of a pedophile...he shows up in a lot of the motivational posters, or demotivational..the ones with a black surrounding, and text at the bottom)...the fact that someone slipped it in is really funny...

This reminds me of a nun in high school that would call us dildos when we acted up in chemistry class. Eventually one of the girls in the class took her aside and quietly explained what a dildo was to her. She turned bright red and never called us dildos again.

Its not so much that someone slipped him in. The person who works for that Polish newspaper grabbed an image of what he thought were the legitimate Vancouver Olympic mascots and grabbed an image from the search results that included a modified version with Pedobear inserted without double checking that this was the correct image. So ultimately this was just a very funny and unfortunate vocational gaffe by someone who works(ed) for that newspaper.

Pedobear is one of the more successful/pervasive 4chan memes.
