How do you just have some Ricin and not be considered a terrorist or criminal?

LAS VEGAS - Police say a man is in critical condition after the deadly toxin ricin was found in his Las Vegas motel room.

Las Vegas police Lt. Lewis Roberts says the man has been in a coma since he was found in his room at the Extended Stay America Motel on Thursday.

He's one of seven people hospitalized after the ricin was discovered. Police have said most were examined as a precaution.

Roberts says police don't think foul play is involved, and the FBI says the case doesn't appear to be terrorism-related.

But authorities aren't sure why the man had a vial of powdered ricin in his room.

Ricin is made from processing castor beans, and can be extremely lethal.

I know if I were going to get some Ricin, I'd totally unleash it on an Extended Stay instead of one of the strip casinos.

Well, you could just be the victim.

However, these two sentences, taken together, are extremely stupid:
Roberts says police don't think foul play is involved, and the FBI says the case doesn't appear to be terrorism-related.
There's only "A" or "B" in this multiple choice quiz, no "none of the both," as there are no innocent reasons to have a pile of ricin in your room. Either the guy is an innocent victim (of foul play) or was planning a terrorist act.

Well, it depends on the FBI's definition of a terrorist act. The guy might have been planning a mass murder, but wouldn't be categorized as a terrorist event.

But the reason for the two statements in both sentences, is because the police are one enforcement entity (generally referred to in local crime scenes), and the FBI is another (as the federal enforcement entity who come into a situation when necessary to "assist" local police).

Maybe he was, for example, planning on killing his boss and managed to injure himself (no foul play) in the process of extracting the ricin. You wouldn't consider that terrorism, would you?
