hot water tank/furnace question

I moved into a condo last summer that has a gas hot water tank and the furnace runs off the hot water. When winter came along I found the hot water lines running to the furnace were turned off - turned them on and the furnace ran fine. But with the valves open hot water to the upstairs shower is sketchy. Not as hot and much less consistent in temp. Turning the valves to the furnace off fixes it, as does running the furnace (i.e. when it's on the problem goes away). I'm guessing when the furnace is off and the valves are open water is backflowing through the lines and cold water is mixing in to the hot water line.

Is anyone here familiar with such a system? What are my options for fixing it? I was considering just getting some kind of check valve and putting it inline on the copper pipe running to the furnace, but I wanted to seek other opinions first.
