Help me, English talker people!
I need a polite way to say the following:
Pete performed the job as he promised and provided Dave with an invoice. The contract provided Dave a method for disputing the invoice if he thought it was unreasonable. The contract does not, however, allow Dave to contest the invoice by simply ignoring it and stiffing Pete.
The problem word here is "stiffing." It seems a little too slangish for inclusion in something I need to file in court, but I'll be damned if I can think of a socially acceptable synonym.
(Colleagues have suggested "screwing Pete," "giving Pete the shaft," and "fucking Pete over," but all of those have the same problem as "stiffing.")
Anyone have any ideas?

Pete performed the job as promised and provided Dave with an invoice. The contract provided a method for disputing the invoice if it was deemed unreasonable by the other party. Nonpayment is not an acceptable method of contesting the invoice per the contract.

I think we're looking for something with a little more pizzaz than "not paying," but not as much pizzaz as "stiffing" -- but maybe there's not a word that fits the bill.

As had been outlined in the contract, Pete performed the job and provided Dave with an invoice. The contract contained terms outlining a process for Dave to dispute the invoice if he found it to be unreasonable. Dave broke the contract by ignoring these terms entirely and refusing to provide payment for the services Pete had provided.
