Alternative Fuel Gurus Please Advise

I found this custom 'Hydrogen Booster' that you put on your car.

"You will save at the pumps, you will clean out the carbon in your engine, you will pass the SMOG test easy. You will have more power. Your engine will last longer. You will be stoked you did it yourself. You will learn about how easy it is to make hydrogen/oxygen as a fuel."

Is this a good idea?

Here's the thing I don't know jack shit about alternative fuels, but:
1) It has multiple too good to be true claims (which means it is)
"You will save at the pumps, you will clean out the carbon in your engine, you will pass the SMOG test easy. You will have more power. Your engine will last longer. You will be stoked you did it yourself. You will learn about how easy it is to make hydrogen/oxygen as a fuel."

2) If it works, why have no car manufacturers embraced it? Yet they spend how much on electric power, etc...? If I can promise more power, longer care life, a better environment and most importantly cost savings to people in a car, I'd be a multi-multi-multi-billionaire.

I didn't bother to read the site because I'm certain it is a scam. Seriously, as soon as I read a claim and say to myself, "Wow, that's too good to be true," it is.

I wanted to know if it was a parody:
"Tools needed : 1) an electric drill, 2) 7/16" wrench, 3) a vise 4) ice chest full of beer, 5) a good brain 6) a common sense of humor "

or if it was something real:
"* WARNING * Making combustible Oxy/Hydrogen gas from water is a real explosive gas and should be treated with respect and can be a dangerous activity...".
