It's 10:17pm and someone is working on their car and making a racket
OK, so I'm all for being a considerate neighbor but here it is after 10:00 pm on a school night and someone is making a crapload of noise with an air chisel on their car. The dogs are freaking out and the kids will be bitching any minute. The noise ordinance says 11:00pm but I'm gonna give him until 10:30 then I'm going to say something.

Jim, I also live in Rochester (Penfield actually). I was just pulling up some sub-floor at the top of my stairs to the basement. I was whailing away with the back of my hammer pretty hard.
So, in fairness to your neighbor, it might have been me that you heard.

Some guy was teaching his girlfriend how to ride a Harley as I was leaving for work last night. Up and down the apartment parking lot at 10pm. I'll be the neighbors were thrilled.

it is 10pm, not 11, and the time restriction only applies to construction activities. There is no time limit placed on this section "75-4. Excessive noise prohibited. No person shall make, continue or cause or permit to be made or continued any excessive noise."

The guy stopped for a while so I went to bed. Then he started again. As I got up I could see someone else who wouldn't take a "chill pill" was talking to him and he stopped.

I suppose the car was on a jack stand if he was working underneath it. There is an easy fix the next time he's that inconsiderate. Take one 10lb sledge hammer and give the jack stand a good whack with it while he's working on the car.
