Could it be the Vietnamese beef noodle soup called Bun Bo Hue?

A restaurant at Bally's probably wouldn't be serving authentic Bun Bo Hue though.

Pho is good. Beef Noodle Soup (particularly Taiwanese) is fucking amazing. Though a lot of places try to pass off this shitty clear soup as Beef Noodle. It isn't.

I would have called, but it was a noodle bar, I'm sure they had no phone, and they moved it within the casino, and completely changed the menu. Also, there was a pretty big language barrier.

This looks about right, but the next problem is I am very picky and ordered it with no veggies, so I can't say for certain what greens belonged in this particular soup!
