A friend of mine pointed out that Scrooge McDuck would be #46 if he were on the actual, real-world Forbes 400 list. Does this mean there are 45 people in the world who have enough money that they could literally fill up a money bin and swim around in it?

I guess many wealthy Alderaanian citizens would have most of their assets in banks on other planets. Can't put all your eggs in one basket... 
And I imagine Palpatine is a very wealthy guy if he has unlimited funds to do anything, like start the Clone Wars, fund a clone army, have big ties with the richest people in the Galaxy (Trade Federation, Kurt Drive Yards etc.) and build supeweapons the size of small moons.

I'd think a list like this would be important in that the person's richness 'defines' them as a fictional character - so Scrooge McDuck, Daddy Warbucks, Richie Rich all work. But Santa Claus is not defined by his wealth.
Nor does the Star Wars argument fit, so what fictional characters ARE defined by the fact that they are wealthy?
