Help a Katrina evacuee otter with used car purchase

Hi Guys. Long story. I've been absent from the forum due to Hurricane Katrina. I need your help buying my first used car. I've always bought new. My SUV was flooded and damaged during the Hurricane. During my car search, I came across on a great deal on a used 2004 BMW X5. Here is the owner's email response to my questions about the SUV:

"The car is in a perfect condition, the milage is accurate, no
scratches, no damages, no hidden defects. Kept it in a warm garage. My boyfriend
is devastated that we have to sell it but we have to pay too much money
for register it here, so we decide to sell it. My company have
relations in States and I worked there for 2 years. I has the oportunity to
buy it from there and bring it with me when I come back. The car was
buyed from US, so it is US standards, so stay cool, its perfect
compatibile to your standards and you will dont have to pay more duty taxes on
it. And this is an impediment for me to sell it here caus, first, we
have a different standards and second will be very expensive for me to
register it here. I have to pay an very expensive duty taxes. The price
for this car is $17.000 USD. The car it is still register in States.
What other info would you like on it?
It will be shipped from Praga, Czech Republic and I will pay the
shipping and insurance charges.
I will do the arrangements for shipping from here. The original receipt
and all remainded warranty information packet with enrollment number
is included for you. If necessary ever I will assist you in getting
warranty help; most people just dump it on you with a useless warranty. The
payment will be done via secure pay which means that the third party
www.escrow-autotrader-3part.com will keep the money until you receive and
inspect the car. You have 10 days to inspect the car. I will wait for
your email to let me know if you are interested in knowing more details
about the purchase."

The fact that it is not in the states raises some warning bells. Do you experienced car buyers feel this might be on the up and up? I need a car and this is a good deal on a model I've wanted to purchase new. Thanks.

Dude. You can buy a NEW car for under $17,000. Seriously. Just get a Focus or something.

Hell, you can go to just about any car dealer now and get either low or no finance charges, cash back, and zillions of other deals. If you have $17k kicking around to give to someone in the Czech Republic, you can certainly pay cash for a car that is already in this country.

I'm aware that I can get a new one for less. I'm looking for a SUV for one to replace the one I've had. Focus will not work. I have a great pyrenees and I like the higher view. But this is besides the point.

Most of the money will be from the insurance company anyway.

Will the insurance company cover a purchase from the Czech republic? Will they insure the transaction too?

Heehee. Probably not.

I'm reading an article from carbuyingtips.com. Looking more like a scam.

You just haven't waited long enough for the scammer's website to get propagated throughout the internet yet.

If you knew the typical clientele of 1and1.com and the types of deals they have to have to attract customers you would never trust an escrow service hosted there.

Maybe they do host large companies. I just see their periodical "free for a year" type deals and see the type of people that attracts.

There's no way I would trust a new escrow service hosted there.

What about the phone number?

In any case it's crazy to trust a brand new escrow company that's suggested by the seller.

Tell her you want you use an escrow company that you choose and see what she says.

I don't know if "honored" is the right word to use, but I was really kinda sad when we continued to not hear from you. At about the one week mark, I changed my sig.

Perhaps MD and you should meet at a sportsbar to watch the next Astros game. I'll buy you a round just for surviving. I'm curious, in addition to this car thing, what has been up. How long you stayed in town, when you got to Houston, were you a "bus" person, are you looking to go back or stay there... Or did I miss a post. This thread is the first I have seen of you...

Yeah, same phone #. I did ask her if she could have it shipped here first so I can see it. Yeah, likely!
