When I was a kid we rolled it under for a while because the cat liked to play with it and half the roll would end up on the floor.

Over is the only way. It's also a pet peeve with me, and at work, the janitorial staff doesn't give a crap what they are doing, so sometimes it's over, sometimes it's under. Well, it's one of those roll dispensers that are easier to change when the roll is empty rather than full, but I was determined to get that friggin under roll off and correct the janitor's mistake. I was trying to get the roll off when the dispenser just fell off the wall, and it has yet to be replaced.

So if the damn janitor had just done their job right, this would have never happened.

Of course, ever since then the janitor puts it on over, even if the thing has to sit loose on the back of the toilet until we can get it repaired.

either.. i pay no attention to this.. it's a struggle enough to use the spring loaded TP bar--let alone worry if it's over or under. I'm lucky to get TP on holder on the first try.
