CHICAGO -- The city of Chicago is settling a wrongful arrest claim for $2 million involving two boys arrested for murder and then released.

The boys, ages 7 and 8, were charged with the 1998 slaying of Ryan Harris, 11, but were later cleared through DNA evidence.

Attorney G. Flint Taylor represents the younger of the boys, the one who is ready to settle the claim. Taylor said that now that the city has "made some amends" for the wrongful arrest, his client can put the matter behind him.

In the settlement, however, the city isn't admitting any wrongdoing, and denies that detectives coerced the boys into making statements. The settlement now heads to the City Council for approval.

The older boy's lawsuit is still pending.

Meanwhile, an adult suspect is awaiting trial in Ryan's slaying.


This story boggles the mind on many levels. First, they arrested a 7 & 8 year old for murder? Now they are going to settle with the younger boy for $2M??? Of course the young one is ready to settle. He's set for life now. Now of course we don't know the full details, how long they were held, did they have their parents and attorney present at the time of questioning? And they both had to be cleared thru DNA evidence?????

it wouldn't suprise me at all to hear that the kids were held without a lawyer/parents, and questioned until a confession was coerced. It happens WAY too often with underage offenders.

I doubt they'd be quick to settle if there wasn't SOME wrongdoing.

What's even more sickly and not funny, is that these kids will have a lot of money, and will probably get shot outside of a bar by a few cops, while firing and waiving a gun in the air.

Talk about a double-whammy loser situation.

The Ryan Harris case was big news in Chicago in 1998. These kids were arrested, a confession was coerced out of them (and really -- how hard is it to coerce a 7-year-old into confessing to just about anything), and the kids were then pilloried as examples of everything that's wrong with modern society -- "pre-teen murderers! Oh, the horror!" I don't know how you put a price tag on what these kids went through, but it's not unreasonable that they get a big settlement.

I don't really think that the boy will get the money, his parents will. And they'll be free to spend it as they see fit.

And of course, the lawyers will make off with $1 million or so.

Chicago is hurting financially, they don't need to be giving away millions of dollars without a fight.

What Heat said. The lawyers will get a million off the top, some of the rest may get taxed, and the few hundred large left over will be squandered by the parents.

"Ryan Harris, 11, Chicago youth, was found dead in the yard of an abandoned house in her neighborhood in July. Police charged two young boys, ages 7 and 8, with killing Harris after they confessed that they hit her in the head with a brick so they could steal her bike. The charges were dropped a month later, when semen detected on the girl's clothing proved the boys' guilt unlikely."
