I believe the way we ended it last july was
1 year term limit
Das/Twikoff CAN run again for a second and last term
And Twikoff would officially run the election, but he can appoint anyone he wants to take over for him...
btw, the whole process took about 1.5 weeks last year, so a July 5th (to avoid the holiday lull) party registration and nomination kickoff would be a good start.

BTW, the origional ottter election was a ploy to diffuse the rediculously high tensions surrounding the US presedential election in Otter...it will be fun to see how this plays out in a non election year.
