Expense or "what you spend" do not equal govt spending, IMO. Could easily be consumer spending. or both.

Under which category? It comes closest to fitting under consumption, but I don't think they are the same.
If he said it like you wrote it above, I think it's reasonably clear that it's gov't spending.

In light of your edit, then I absolutely disagree. If he had said Government Expenses, sure. But expenses include private expenditures, too, some of which go toward consumption and some of which go toward investment.

expenses seem to fit in consumer spending which is only part of consumption. right?

I think this question is going to screw me. I went with an honest answer (ie a President I expect won't be named by many) but whether the forum agrees with me (or can even remember him ) has yet to be seen.
