I'd say no to Russia too. They are borderline. Any hostility they currently have is due to the Bush plan placing nukes in Eastern Europe.

I'd say hostility is caused by Putin and his determination to be the superpower in the region, but regardless, I don't think there is any more hostility there than from China or other big players like that
