If a greatest hits package contains no new songs, regular fans will complain that they have no incentive to purchase the CD.
Likewise, if there is a new single, either: 1) fans will complain that they have to shell out $10+ just to get the new track if no commercial single is released, or 2) if a commercial single is released (which will also propel the song up the Hot 100 Billboard charts), there will once again be no incentive to purchase the complete album.

I give a big second to Depeche Mode's "Exciter" - which was anything but. Ditto for the lackluster tour that followed.
It also pains me to mention Prince's "The Rainbow Children".

CDs that sold well that I disliked:
Janet's "All For You" (easily her worst)
Pink's "Missundastood"
Michael Jackson's "Invincible" (actually, this one's sales lagged)
CDs that sold poorly that I liked:
Lenny Kravitz's "Lenny"
Smash Mouth's "Smash Mouth"
Go-Go's "God Bless The Go-Go's"
Human League "Secrets"
CDs that I had low expectations for that were surprisingly good, sales angle excluded:

Ugh. I sort of like Pink Floyd and all, but something about this just didn't work. I didn't like the ordering of the tracks, and there seem to be a lot of odd choices for inclusion and exclusion. (Where is "On the Turning Away?")
Revelling/Reckoning Ani DiFranco
Oh, God. She jumped the shark a long time ago. Her last good album was "Little Plastic Castle," and the metal fatigue was starting to set in. Then came the just plain dull "Up Up Up Up Up Up." Followed by the equally dull, but at least it had one good track that was unfortunately marred by an out of place rap, "To The Teeth." "Revelling/Reckoning" is more of the same unispired jazzy/funky stuff she's been puttering around with the last few years. I miss the angry yound woman she was five/ten years ago.

I'll agree with "Everyday" from DMB. That one has no value to me at all.
On the U2 note, I have to agree that "Joshua Tree", "Actung Baby" and "Rattle & Hum" were all superior to their latest. At the same time, it was a very tight album, and one of their best. With that, I'll say that I don't know if I can think of a better U2 song than "Walk On." Right up ther with "Bad" and "Running to Stand Still" for me.

Pulp - We Love Life
This cd took a while for me to like, even as much as I love Pulp. There are a few gems on it however, but it took me forever to realise them and there are a few that almost make me cringe (Wickerman).
