Does anyone know who this MCU (possibly Thor related) character is?
 
Picked up this figure but I'm not sure who it is exactly. I just know its MCU and possibly Thor Ragnorak related. Any help would be much appreciated. Cheers.

Looks like a figure from 300 wearing Pirate Barbie’s tank top and carrying Crocodile Dundee’s knife.

Definitely NOT from Cheers. Though they did get a little crazy when they released the whole Historic Adventures of Cliff and Norm series. The anatomically correct Cliff-igula orgy diorama was where they went too far. It’s a little known fact.

I have no idea who SHE is, but I respect HER continuing support for the Raiders despite the team's move to Vegas.

Yup, Marvel's version of Ares. Not really in the MCU at all,but did happen to be in the Thor Ragnarok wave of figures with the build a figure being Gladiator Hulk from that movie (they usually mix movie figures with comic styled figures)

Who did it? As far as I remember, only like, cosmic entities are capable of doing that to Ares (more or less).

It's part of their King in Black event. Basically the God of Symbiotes, Knull does it (it is super convoluted, including a "revelation" that the symbol on Venom's chest isn't a spider symbol but that of a... dragon), and yes he's cosmic level, I think Galactus level.
