I think that the original Predator is an action movie in the 1st act but in the 2nd and 3rd acts, it's a sci-fi/horror movie.

I was about to ask if Predator counted.

In terms of themes & pacing, I would possibly put The Purge: Anarchy (2014) & The First Purge (2018) into the mix.

@Wolf359 already mentioned Overlord, which I think is one of the best examples of truly fusing horror with action (and WWII movie to boot) throughout a whole film.

Another approach would be to have bits of horror pop up in an action film. If you count Sicario as an action movie (debatable, I know) then I would have to put it on the list since it has that opening scene which for my money belongs in a horror movie.

For the opposite where action scenes appear in the middle of a horror movie, I'd go with Doctor Sleep which is all horror except for
