Dick Miller was never nominated for an Oscar, and he is not famous enough to be included in the Memorial montage.

I know they could not edit the Memorial film today, but I was absolutely expecting that someone would come out after and pay tribute to Stanley Donen.

I'm gonna say that it was a political move and the reason why Yalitza did not win the award was because she does not speak English. It would have been tedious and awkward if she were to go up there and get the award then do what? I think the Academy was aware of this and made a play.

Being nominated was never a criteria and he is plenty known by everyone in that business and out of it.

True, but I'm always confused when someone who was nominated for a performance Oscar gets snubbed. But given how she was blackballed out of the industry by her ex I guess you could have foreseen Sondra Locke getting snubbed again.
