Bruce Payne in Highlander: Endgame. He's so over-the-top that I'm still not sure if his role was meant to be taken seriously or meant as a comedic sendup of megalomaniacal villains.

I don't think "Commando" really set out for the level of hilarity it currently holds. It just went from a cheesy action movie to absurdly hilarious cult favorite.
I want to nominate Alan Rickman in "Prince of Thieves", but I sort of feel he intended it to be that hilarious.

Sally in Demons 2. All of her friends have gathered to her place for her birthday party, and she's stuck in her room in total hysterics over the dress she picked out to wear. This is a woman in her 20s with a nice apartment and she's acting like a spoiled brat over her wardrobe. She finally settles down and decides to watch a scary movie in her room while her friends are outside partying.

I thought the part where Edward Norton is cradling the dead body of Edward Furlong in American History X was over the top. But, that's just me.
Also Gary Oldman in The Dark Knight Rises had some rather melodramatic moments that weren't up to par with his usual excellence.

I didn't wanna rile up the Nolanites but since you're leading the charge I'm comfortable saying that almost every line Bale delivers in his Batman voice is hilarious. Of course it gets progressively worse throughout the series but his "swear to me" line is probably the single most ridiculous moment. That or the speech he gives the Joker at the end of TDK about how the people on the boats aren't ugly like he is.

Funny enough, I think "swear to me" is the only time Bale's Batman growl was ever effective. But I do agree it was overdone and got worse as the series progressed.
