Garment colors are often chosen for how they look under lighting and when photographed by particular film stocks. Given the cool blue look of the film they probably chose brown because it looked blue under the conditions of shooting.

That or the color balance of photo in that book is fucked up.

I've seen that costume in person years ago but I don't recall the true color.

Just skimmed JW Rinzler's making of Empire book. There are not many photos of the costume and of those that are in color the photos are all from the Norway location not the London studio. They appear dark navy blue.

I think the jacket can appear blue in certain scenes but I think its just a combination of the lighting and when the jacket got wet it looked darker.

Thinking about this more it's all about color balancing. Back when that was a photochemical process you would focus on one object that needed the "correct" color. This was usually skin tones. Sometimes there were certain things from nature that everyone knows the color of and therefor need to appear a certain color, like green trees or white snow. In this situation they had to color balance to do two things, get skin tones natural and snow to look white. So they might push yellow to get skin natural but the snow ends up looking piss yellow, so then they push cyan (blue) and make the snow a blueish white but this also pushes the brown jacket to blue as well.

A great example I like to cite regarding this is The Color of Money. Ever notice all the pool tables are blue? There is such a thing as a blue pool table, but green is the more common traditional color. I always wondered why they used blue tables. Well they didn't use blue tables, they used green, but they had to color correct to get skin tones right and that meant the tables got pushed to appearing blue. Edit: Everything I said about The Color of Money is from an interview I read with Thelma Schonamaker that I can't find right now. So take with grain of salt.

If he did tweak it he would have only done it for a few frames and left the others normal so they don't match. The fact that the jacket isn't fucking stupid looking proves that Lucas never touched it.
