Most definitely Speed or Fight Club.
The former being one of my first r-rated VHS purchases (way before being an adult of course), and the latter being one of my first DVD purchases in general.
Watched each of those well over 30 times.

Probably The Good, the Bad and the Ugly (my favorite film), if not The Birds, or any one of the classic Universal monsters.

Going back to the early days of HBO and Betamax recordings of HBO broadcasts in the late 70s, I must have watched Heaven Can Wait, Superman and Jaws a hundred times each. I knew every line of dialog in each of those movies as a Fourth or Fifth grader. Including views as an adult on DVD, Blu Ray and HD Digital, it's Jaws hands-down.

Finding Nemo. Two children who both had/have it as one of their top 3 films plus it was my favorite of their top 3 so I'd often choose it when looking for a movie.
Just today my daughter brought both Finding Nemo and Finding Dory to me. Picked Nemo after having seen it a good 40 or 50 times at least.

I grew up in an era when the only way an obsessive viewer could see a film multiple times was if it came to movie theaters a lot. I saw WEST SIDE STORY 22 times in theaters from the age of nine to the age of 18. Then it came on TV for the first time and everybody watched it. Then I saw it in a revival theater three years later, which makes 24 times. I did see it on TV and on home video a few times in the 1980s and '90s, so I'm guessing close to 30 times total. I last watched it complete in 1994 for a film course on Realism in the Cinema at Grad School. It's not a film I'm eager to revisit. I often wonder how completely warped my views on romance are from seeing this film so many times at such an impressionable age.
Films seen the most times at a more normal pace over the decades would be THE WILD BUNCH and YOU ONLY LIVE TWICE. I've lost count of how many times, but it would be about 25 for each. I saw each in theaters 15 or more times and then multiple times on TV, VHS, DVD and, in WILD BUNCH's case, Blu-ray.

The only thing I'd add to this is that I've now seen WEST SIDE STORY on Blu-ray, the first time I've watched the film since 1994. Curiously, in the notes I typed in my viewing log afterwards, I only comment on cast members, some of whom I identified for the first time (e.g. Baby John's girl), and ask questions about the music score and locations. No comments on how the film felt to me after all this time. Maybe I focused on those details to avoid an emotional reaction.

Night of the Living Dead is probably my most-viewed movie, since I caught it on a second-run release when I was nine, saw it a few times in high school, saw it multiple times in college, and it was the second VHS tape I ever bought. If I HAD to guess how many times I've seen it, I'd probably put it around 50 or so.
Second would be The Sure Thing, Rob Reiner's follow-up to This is Spinal Tap. I got it as one of my two enrollment selections when I joined the Columbia House Video Club back in '84 or '85, and I watched it every day for month once it came in.
Tied for third would probably be Fast Times at Ridgemont High and Animal House, with probably 20 or so viewings each.

According to DVD Profiler it's a 3-way tie between Xtro, Night of the Living Dead (1990), and Independence Day. But in the real world (outside of videos), it's probably The Wizard of Oz.

^ I have the add-on Database Query installed. In DQ, choose Other from the menu on the left, then set the fields for Watched, and Watched Movies, then click the Run Query button. As long as you've kept up with marking your movies/TV shows as watched, you can then click on the title bar option Last Watched, and it will tell you either what you've watched most or least.

Theatrically?

First summer that I had friends working at a theater, so we would visit often and almost always sat down while this played because it was worth multiple viewings and because it was highly quotable. More so than Ferris and Top Gun.
