There are a lot of scenes from Tarantino's original script in the movie (like the conversation between the Warden and Scagnetti) but the majority of the movie is new scenes written by David Velez, Oliver Stone and a buddy of Stone's.

There is a hilarious and gossipy book by one of the film's producer's Jane Hamsher called Killer Instinct I highly recommend to any fan of the movie. It covers the time from meeting Tarantino and optioning the script when he's still a nobody to editing and the final film.
