No, it isn't. I'm not sure why people are confused - or why they'd want Jackson back to deliver another bloated, albeit spectacular, epic.
It's a story about Skull Island before the Venture made a visit. I'm certain there will be a human narrative because you can't have a film featuring Kong and some other creatures running around for two hours.

BREAKING: Legendary shocked the Comic-Con crowd with a teaser for the King Kong origin film Skull Island. They’ve set Jordan Vogt-Roberts to helm, and Loki himself, Tom Hiddleston, to star in the Max Borenstein-scripted pic. Previous works have touched on the island, but staying on and exploring this mysterious and dangerous place offers Legendary the opportunity to take audiences deeper inside this rich world, which was the most electrifying parts of Peter Jackson’s King Kong done for Universal several years ago. Universal Pictures will release on November 4, 2016.
Vogt-Roberts directed and executive produced the Sundance darling The Kings Of Summer and the FX pilot and subsequent episodes of You’re The Worst. He’s directing Metal Gear Solid for Sony. Hiddleston wows the Comic-Con crowd every time he comes, so this is fanboy catnip right here. UTA, 3 Arts Entertainment and attorneys Alan Wertheimer and Andy Gawker rep the helmer, Hiddleston’s repped by WME, Hamilton Hodell and Authentic Management. Damnit. Hiddleston. Ugh. He's been pretty enjoyable in everything I've seen of him.
Interest has begun now. Still iffy on the concept. But always happy to see Serkis do his thing.

The more I think about this, the more I feel this has a vastly better chance at being an interesting, exciting movie than Jackson's ever did. The Jackson movie had to hit too many familiar beats and couldn't deviate from a very foregone trajectory. This will be all new in comparison. If they go with the Sailor who originally makes the map scenario, it's likely we'll have a group of shipwrecked sailors (who get picked off one by one) who clash with both the natives and the elements/fauna with few to no resources at hand. Could be very cool survival movie.

That'd be cool to see.
I like Jackson's Kong. I do, it's got pacing issues but I like it. The original is awesome as a piece of history and well..it's a damn good movie.
His remake makes things more realistic but his narrative is just so much in love w/ source that it can't leave it.
Serkis was amazing though.

Dumb retitle, but I get why they did it from a marketing perspective. I think March is a better month for this than Nov., too.

I will give this film a chance. I hated Jackson's King Kong and I still feel bad about it. I read for months about what a labor of love it was for him to make and how high a regard he holds the original so when I finally saw his version I felt sorry for him that I found it terrible. Probably the only time I have felt that way about an artist.

Michael Keaton is capitalizing on his Birdman heat by engaging in talks to join Legendary's big-budget monster movie Skull Island, The Hollywood Reporter has confirmed.
If a deal makes, Keaton would join another awards season favorite, J.K. Simmons, and Tom Hiddleston in the movie about a team of explorers trekking to the home of King Kong.
Jordan Vogt-Roberts is directing the project, whose script is still being worked on by John Gatins. Max Borenstein wrote the previous draft.
The movie has a release date of March 10, 2017.

Sure, there wouldn't be much dialog, but it worked for a large portion of WALL-E's runtime (at least I thought it did) and I could see it working here. Although it would be a definite risk.
