Does Rotten Tomatoes have a criteria where you have to watch the movie before giving a rating?
I doubt so many people watched it and gave it zero stars.

On Reddit someone pointed out that the positive user reviews of Gotti are awfully suspicious:

From the above linked reddit post
American Animals, of course, is the other movie that Moviepass has a hand in distributing. That seems super fishy. Not conclusively fishy but super fishy. But speculation is that scientologists may also be responsible for this? Who knows.
Deadline reports that Moviepass apparently accounted for 40% of Gotti's ticket sales, which means they're losing money paying for tickets to their own movie, which is probably also going to lose money:

On Rotten Tomatoes the movie Gotti has a quite unique score of 0% BUT it has a really good 77% audience score; looking at it it has over 6900 user reviews which is an insane number for a movie that opened to a miserable 1.7m on 500 screens.
Gotti's RT page https://imgur.com/a/5K3PtVQ
To compare take a look at the number of user reviews on Ocean's 8 and Incredibles 2

Now here's the RT page of the movie Beirut which made 5 m on 700 screens, so very similar to Gotti

I went to take a look at the written reviews on RT and of the first 58 reviewers with an available profile 45 had created their account on June 2018;
Out of these 45, 32 have only reviewed Gotti, 10 reviewed Gotti and another movie (7 times it was American Animals for some reason) and 3 had more than 3 reviews.
Of the remaining 13 accounts 8 looked normal and 5 had created their account in December (TLJ?) so those were probably legit.
Now things get interesting because of this marketing decision: https://twitter.com/i/status/1008902659858882560

That's still an incredible low number of reviews, probably just studio shills.

I saw this and it was not that bad.
If somebody like Scorsese was involved and maybe with somebody like Bobby Cannavale it could have been a masterpiece.
They claim Gotti did all this charitable work but none of that is covered in the movie.
After the Castellano hit it became dull.
West End Girls by Pet Shop Boys plays after a car blows up

I couldn't even finish this film. I watched around 45-50 mins of it and gave up. It really was that bad.

It was not great but not as bad as most unwatchable horror or Nic Cage movies.
