Not an American film and not a documentary, although it is filmed in a vérité style. This movie won a major award, and the win was controversial because it was seen by some as undeserved.

Nice try with the Taviani brothers. Accordingly, this film was also directed by brothers, but from a different European country. Sterling Ben had the year right with his guess, but I couldn't exactly give it away that early, could I? Here's the main character:

Correct! Won the Palme D'or in 1999. Emily Dequenne won Best Actress. Both well-deserved, in my view.
