Good that he said there's still some unused Daft Punk tracks left and that new designs will be used. Sounds like he's really counting on the new writer to come up with a good script.
Olivia Wilde's schedule seems pretty full, Gartett's, not so much. Not sure if she will be back.He did say that this would take place a few years after Legacy.

Director Joseph Kosinski was present to discuss OBLIVION and gave some updates regarding TR3N. Kosinski says that the first draft will be delivered in two weeks and that TR3N is just the code name for the project. He sounds confident that this movie will live up to what fans want:
I think it delivers on the promise that both TRON movies have made. It opens the movie up, in a way that I think is going to give it a much broader appeal. Whereas TRON really, ultimately, in the end, catered most to TRON fans, this idea broadens it some more, in really exciting ways. But, it’s all about the script and making sure that that story is compelling enough to get all of us back together. Those movies are hard to make. It’s a two-and-a-half to three-year journey. So, to go back in there and go back to the Grid, it’s going to have to be a pretty spectacular script. We’ve got a great writer on it, so we’ll see.

I hope they bring back Cindy Morgan and David Warner this time. I don't think the digital de-aging done on Bridges as Clu was entirely successful in Legacy, but there's no reason those two couldn't at least return as their human counterparts. I talked to Cindy at a toy convention a few weeks ago she still wanted fans to get the word out if they wanted to see her return for Tron 3:

“Morgan did not reprise the role of Yori in the 2010 sequel, but thanks to Disney releasing the Blu-Ray boxset, fans constantly ask, “Why were you not in Legacy,” to which Morgan replies, “Ask Disney,” and a Yori Lives campaign, have turned the martyred character into a hero young women can model themselves after.
“I have two rules for anyone who works with me. One, you never say anything bad about Disney and two, there is no whining,” said Morgan at Pop/Con LA leading up to this weeks San Diego Comic Con.”

"Gee Yori hair smells terrific!"

If I'm remembering correctly, Cindy mentioned that she had a meeting with the producers concerning Tron: Legacy. I don't know why they ultimately chose to leave her out of the film. I did ask her why she agreed to do the fake ENCOM press conference with Bruce Boxleitner for the movie's viral marketing campaign. She said it was kind of a test run to gauge how was much fan interest there was in having her character back (I assume for part 3). I think she was a good sport to do that after they kind of snubbed her by not including Yori in the sequel. It's cool she's still respectful of Disney and handled the situation with class.

Tron 3 to be filmed in Vancouver this fall

The sequel to 2010’s Tron: Legacy will be filmed in Vancouver beginning this fall.
According to Vancity Buzz entertainment contributor Lindsay Barker, Walt Disney Pictures has green lighted the third film in the Tron series. Filming is scheduled to begin on October 5, 2015.
The project has been in development since the success of the 2010 film, which raked in $400 million with a $170 million budget.
At this time, only Garrett Hedlund has been confirmed to return to the cast. In the previous film, Hedlund starred as Sam Flynn, the son of the 1982 film’s original character Kevin Flynn (played by Jeff Bridges) who became stuck in the Grid’s digital world for two decades. The character Quorra, a skilled Grid warrior and confidante to Kevin, was portrayed by Olivia Wilde.
A majority of Tron: Legacy was shot at Canadian Motion Picture Park in Burnaby while some ‘real world’ scenes were filmed at the Shangri-La Vancouver Hotel (ENCOM headquarters), the Lions Gate Bridge (final escape scene) and neighbourhoods in East Vancouver.
Tron 3 is not the only big budget science-fiction Hollywood blockbuster being filmed in Vancouver this year. Production for Star Trek 3 is scheduled to begin on June 1, which will involve the reconstruction of the Enterprise set within a local movie studio.

I enjoyed Legacy but it got hokier then it needed to be; haven't watched it in awhile even though I own the Blu-ray. I really liked Oblivion, a lot more then I thought I would.

Wow, I didn't think Disney was interested in making another Tron.
Everything in Legacy was good except the writing. So I'm ok giving the director another chance, but they need better writers.
