I actually dug out my copy and watched it again this morning. Forgot how much I liked this film.
She cups the tigers balls! She gets a 'look' on her face as she rubs them.
So "no" she isn't grabbing the proverbial 'shifter' like a gear jammer and running through the pattern, but indeed she's getting freaky in testicle town.

I realize this is a very old post, but have to add: Check out Manhunter. It is truer to the book on certain levels and the tiger scene is much more profound. Tom Noonan who plays the original Dolarhyde is exquisite...though the movie can come off as dated, this scene does NOT disappoint. That and the fact that Hannibal is portrayed by Brian Cox, not Sir Hopkins. Another point of interest is William Peterson playing detective rather than a badly bleach-blonde Ed Norton all ad up to a film worth watching in every aspect

Anyway, yeah, I youtubed "red dragon tiger" to see if the OP was crazy, and the first video was titled "tiger balls."
Then I youtubed the same scene in Manhunter and jfoobar is right, Joan Allen displays some great acting in that movie. Noonan is great too, because he looks like a weirdo in that movie, but his soft spoken manner works perfectly. It makes sense why Allen's character would fall for him. The music in the scene was good too.
I bought the collector's edition DVD years ago but iniitally thought it was overrated. "Lekter" here wasn't anywhere near terrifying or intimidating here. The ending wasn't as good as Red Dragon. I didn't buy that scene where Peterson's character gets scared and has to leave after talking with Lekter.
I'll have to revisit this film.

If you think your Thursday was bad, just bear this in mind: someone woke up, went to their job where they pretend to be Kellogg’s Frosties’ mascot Tony the Tiger on the internet, and had to ask people to stop sending them anthropomorphic animal porn.
The clearly heartfelt plea to “keep things gr-r-reat” came about after an emotional few days for the “furry” community on Twitter.
The definition of the term “furry” is contested, even among furries themselves, but it usually refers to the fandom of people who identify with, roleplay as, and usually wear fursuits to mimic, anthropomorphised cartoon animals. It’s not a sex thing. At least, it’s not always a sex thing. Basically, if the suave Disney version of Robin Hood – who is a literal fox – spoke to you on a romantic level, you may appreciate where they’re coming from.
Of course, as an anthropomorphised cartoon animal, Tony the Tiger is the daddy of all furries, and so there’s a fair amount of artwork featuring him. This artwork is not always safe for work. It also seems fair to assume that Kellogg’s does not want its brand to be associated with – say – a picture of an extremely muscly Tony, naked save for his neckerchief, masturbating on an exercise bench.
So three days ago Kellogg’s started blocking the furries en masse. Even ones who weren’t posting porn. Even, it seems, ones who hadn’t even said anything to Tony on Twitter.
Some furries gave up tweeting at Tony and found a new hero. Where Tony the Tiger was apparently hostile to their fandom, Chester Cheetah, the anthropomorphic mascot of the Cheetos brand of cheese-esque cornmeal puffs, was much more welcoming, and ended up straight-up flirting with them:
But some stayed with Tony, and essentially ended up DDoSing the account with complaints about the blocking, requests for sex and a lot of porn.
And so, on Thursday, came the plea from Tony that: “Cubs could be watching.” The porn hasn’t fully stopped, but for the past day the rate of posting has declined somewhat.

I wish he posted it at the same time too. That would have been way too incredibly impossible to happen unless it was planned. As of right now it's a 1 in 365 chance that this would happen, and it indeed did happen. He had 20 percent of 1 percent of a chance and then nailed it. Adding the time into the equation would take more math than I feel like doing. But would probably be comparable to winning powerball a few times in a row.

The tiger scene is a reference to another of William Blake's works, the same artist who painted the red dragon central to the film. "The Tyger" is a poem by Blake in which he depicts evil and by connection Satan as a tiger. D derives pleasure from the interaction because he views himself as an embodiment of that evil as well. The scene helps to depict why D developed such an intense attachment to her.
