I haven't read every single post, so I don't know if any of these were repeated:

Tombstone, where Wyatt stumbles out onto the street with his hands covered in blood after his brother is killed.
American Beauty, where the next door neighbor walks into the garage out of the rain and feels up Kevin Spacey.
First Knight, after Lancelot rescues Guinevere and has her drink from the big leaf in the forest.
Poltergeist, rain, unfinished pool, corpses and coffins...enough said.
V For Vendetta, Natalie Portman in the rain after she's let out of the prison.
The Rainmaker, after Burt Lancaster finally "makes rain" at the end of the movie.

Not sure if it's been mentioned yet, but We Own The Night had a great car chase scene in the rain.
