I have it in my top 5 of the 2000's but no way it is better than In the Mood for Love.

Wow lot of choices....
I loved High Fidelity, American Psycho, Traffic, O Brother Where Art Thou, and Memento.
I have probably seen each at least 20 times as well...so this choice is not easy. But High Fidelity takes the cake followed closely by Memento.

I'm going to reiterate my previous criticism : nobody should be voting for Memento. Not because it isn't great (I think it's fantastic), but rather because unless you went to the Venice Film Festival that year, or some of the other independent film festivals, you didn't SEE it in 2000. After being shopped unsuccessfully at several film festivals in late 2000, the movie ended up getting self released by Newmark in early 2001 since no US distributor could be found. The movie premiered March 16, 2001 and ended up on many critics' 10 best list for that year (2001). It was also up for two Oscars that year (including Best Original Screenplay which I never understood since it's an adaptation of a short story by Nolan's brother). There's no reason to included it in this list except that IMBD lists it as a 2000 film. It really isn't, not in the way we normally consider a movie's release date.
Bottom line : If you consider Casablanca a 1943 film (everyone does, it won the Oscar for best picture of that year even though it premiered in New York in Nov. 1942), then you HAVE to consider Memento a 2001 film.
