That looks like Kelvin from Tarkovsky's Solaris, and the setting looks similar to the cottage location at the beginning and end.

The movie has nothing to do with the popular "Dr. Evil" character.

On second thought, in a roundabout way, it does, because of this character:

Spoiler:
"Karate Pete", played by Harold Sakata, whose charater in Goldfinger was directly spoofed in the first Austin Powers movie

The leading man (not the unfortunate fellow pictured above) has had an impressive 50+ year career as an Emmy and Golden Globe award winning TV performer, movie star, director, novelist, recording artist, pitchman, and butt of many, many jokes.
Spoiler:
William Shatner, who made this zero-budget Florida-based feature during a career nadir after getting cleaned out in a divorce and spending time living in the back of a camper-covered pickup.

IMDB code: LTNMMR

obscurelabel, thanks for posting Impulse (and thanks to BlueCC for identifying it). You reminded me that I have this movie, but I hadn't gotten around to watching it yet. Needless to say, I'm up at 4:15 AM because I just watched it.

Impulse (aka Want a Ride, Little Girl?) is correct.

Worth watching for the car wash "chase" scene alone!

Note: don't expect a widescreen DVD; I cropped the images from full-frame. Copious amounts of headroom in most of the shots make me think this was an acceptable artistic choice
