Jack the Ripper-help me name the movie/television show

So here I am listening to "Jack the Ripper" by LL Cool J....and I suddenly remember (foggily) a movie I watched on television about Jack the Ripper.
Here is what I remember.....

I live in NY and I am fairly sure it showed on Channel 11 (The WB...or whatever it is now....) sometime in the mid 90's however because of this, I am not sure if it was a movie, or a made for television.....

I do remember that it had an angle that implied that Jack the Ripper was Queen Victoria's grandson.

There....was I am murky as possible?

The Ripper made for TV movie from 1997 uses the Royal Ripper theory: http://www.imdb.com/title/tt0120023/

Or Murder By Decree, http://www.imdb.com/title/tt0079592/, which is an older movie using similar theories.
