Nope.

American film, not martial arts or otherwise oriented. Does have to do with crime, though.

I think this is pretty old as that section of NYC Chinatown has changed (Pell St.). So Mean Streets?

Nitpick on first post: No question mark in the title of Who Framed Roger Rabbit as the title is not a question.

I would think that "Out of gas" card would give it away if I'd seen it. Still, I'm gonna take the shot in the dark and say Bringing Out The Dead? just based on that last shot. Obvious, I know.

I think a lot of people are going to be kicking themselves on this one. I'll field a couple more guesses, then I'll give the sure giveaway cap.

BTW: That third cap is a key scene toward the end of the movie. One of the lead characters is on that gurney.
