If you have Windows Media Player, you can do screen caps with most DVD's. Pause the movie where you want and hit Ctrl-I.

Really no excuse to not have a dvd drive on your computer. You can get a dvd reader for $22 or $23 shipped without even shopping around (ala newegg.com) or you can even get a dvd burner for less than $35. You could google up some instructions on how to install it if you are not saavy (http://reviews.cnet.com/4520-6603_7-5118840-1.html). Its not very hard. You could them be a screencapping fool!
Not meaning to threadcrap, but you have an ok tv, can afford dvds and at least a cellphone or a digital camera so this seems odd that you dont have one already.
