Carrie

Sissy Spacek
Piper Laurie
William Katt
Amy Irving
John Travolta (OK.. OK...but he is great in this role!)
Nancy Allen
Even P.J. Soles

Maybe not the perfect cast but they all fit their roles perfectly! I can't imagine Sissy as Chris (the role she originally was going to try out for!)

It doesn't even need to be mentioned, because everybody already knows that is one of the greatest casts ever put together.

Marlon Brando
Al Pacino
Robert Duvall
James Caan
Diane Keaton
John Cazale
Depending on how generous you want to be with who is considered a cast member, I'd put Godfather II ahead of the Godfather -- you lose Brando but gain DeNiro. Assuming, of course, Jimmy Caan's one scene qualifies him as a cast member of Godfather II.

While it can't compare in absolute numbers, in terms of per capita star power, you can't beat Sleuth. There are six people listed in the opening credits. Two of them are Micahel Caine and Lawrence Olivier
Spoiler:
and the other four are made up names to disguise the fact that Olivier and Caine are playing all the parts in the movie.

Plus, it was directed by Joseph L. Mankiewicz.

I think you've hit on something. Sleuth = 100% great cast and therefore has the best cast in history.

Quake1028 already gave my #1 "Casablanca". There is one movie that isn't as well known as the movies listed and has an amazing cast:

"Kelly's Heroes"

Clint Eastwood
Telly Savalas
Don Rickles
Carroll O'Connor
Donald Sutherland
Gavin MacLeod
Harry Dean Stanton
