I'd go with a relative unknown. The famous guy playing Brit will sell the film to the public - for Kato, they should go with someone new. Remember how awesome it was to see Jet Li in Lethal Weapon 4? That was the first time I saw him, knowing who he was (I didn't even recognize him from his other films).

Let someone new play Kato.

How about Collin Chou who play Seraph from the last two Matrix flim? I think he could play the part as Kato.

the rumor is that if it's going to be a male Kato, Smith wants Jet Li
if Kato is to be female, Zhang Zi Yi will be his first choice

Does he have to speak a lot? Jet Li barely spoke english when he filmed Lethal Weapon 4. Gert Frobe famously spoke no english when he played Goldfinger.

for either Jet Li or Donie Yen. If they're gonna go with younger, non "name" actors, i think Daniel Wu would make a decent Kato. He's from the U.S., making a name for himself in Asian (HK) cinema, so no worries about a heavy accent.
