Yes, it's also racist like every other film that portrays black as bad and white as good... It's the oldest metaphor in goodguy/badguy storytelling. Hence Gandalf is the White Wizard and the ringwraiths are black.... It would just look odd being the other way around, no? It's not a comment on people, culture or races, it's just storytelling.
