Could someone help me with Miller's Crossing Ending? (spoiler alert!)

This weekend I enjoyed watching Millers' Crossing on our favorite format and it was my first time seeing it. It was a great film, that was beautifully shot, with great dialogue. The ending only half made sense to me though. Could someone explain the ending to me?

What about the ending specifically are you confused about?

Why did he go through all the deception? Was it just to bring leo back into power? If he did it for Leo, why? Did he simply let go of Verna? Also was Verna the hat?
