Need help remembering a movie…
Many years ago, I saw a movie (a comedy) about a small country that declares war on the U.S. so that in the end, they will get war relief funds.
If I recall correctly, this country’s small army arrives in a large city at the exact moment that everyone is undergoing a “bomb” drill, and their troops are perplexed as the city seems deserted.
Can anyone help? What is this movie?

The movie you are thinking about is The Mouse that Roared - a pretty funny Peter Sellers film from 1959. The Grand Duchy of Fenwick decides the best way to solve their monetary problems is to lose a war with the United States.
If memory serves, it's followed by a less funny sequel - Mouse on the Moon.
