Dalmation Vacation?

I have found this on several foriegn sites selling VCDs and such, and it's a Disney movie advertised as a sequel. Not that I have confidence this would be good, but I just never heard of it before, and I even tried imdb.com and disney.com and found no information about this movie. So, when did it come out, and what's the story behind it (such as why it appears to be not available in America at all!).

"Foriegn" and "VCD" should be warning signs to run.. run far away.

I have ordered a few titles from this place in the past with no complaints at all. I got Zenon and some Superman cartoon VCDs and the quality is great. I would prefer SVCDs if they can't put out the DVDs, but just because they are VCDS doesn't mean they are going to all look like the crap people put on Ebay that they made on their desktop off of some poor VHS feed to their hard drive. Several of these VCD stores are legal and legit (as far as I know!) in their home countries, it's just another format in that country, so I don't see why the aversion, especially when there is exclusive content available only on VCD.

So, does anybody know anything about this movie? Forget what format it's available on, I just am wondering about the movie.
