Help identifying this movie's name?
Saw it on DVD a year ago.
looked like a joint US/Russian production.
Star was a recognized B list American actor.
Plot: Guy is hired by a mob boss to do a job in a high rise building in Russia.
Once he gets in, he discovers that the building is owned by the mad descendants of Russian Royalty, who use it to stalk and kill whoever enters.
Includes a scene where a guy runs to a lift, it opens to reveal total darkness from which a massive pair of snips emerge and take his head off.
