International House of DVD?

Anybody have any experience with this eBay store? Sure looks like bootlegs, but I've encountered some folks on another forum who swear by this guy.

Here is my question: How do we know that they are bootlegs?

Am I correct that anyone selling region-free films that were never released as region-free is by definition selling bootlegs?
