R4 release of new R1 DVDs?

As many of you have noticed there has been numerous new release of old films like "Maltese Falcon" (3-disc) and "Monty Python and the Holy Grail" (2-disc & CD). I could never figure out which ones will ever make it into R4 market but now I GOT TO KNOW! Who and how is the selection made?

Well, generally stuff with a theatrical release and therefore rated - any chance of the film getting a restricted rating (R,R13,R15,R16,R18) and it's $1000 to submit it to the NZ Classification Office.
You can get waivers on the fee, but generally only for film festivals.
