Best Region Free DVD Player for under $50? (Vendor taking paypal?)

What's the best region free DVD player for under $50 that can be bought using paypal?

1) Needs 2x and 4x smooth playback with subtitles (I scan movies)

2) Needs PAL to NTSC Conversion

3) S-Video output needed, component would be nice

4) Needs to be able to play burned DVDs

5) Mp3 Playback and or jpg playback a plus but not required

There are only a few region free players less than $50 and I wouldn't use most of them for paperweights! Spend $20 more and get a quality player that won't break down after 6 months...
