PAL vs. NTSC: why is PAL “shorter”?

Typically, movies that are PAL encoded are “shorter” in length than their NTSC counterparts. Why is this?

The following is a simplified explanation

Because PAL movies convert a 24 frame per second film to 25 fps by speeding the film up, while NTSC pads it out to 30 fps by repeating one frame twice and the second three times maintaining the correct speed.

Because of what samuelowens said. PAL should be about 4% shorter, I believe.
