R2 PAL On DVD ROM Question

I am new to outside R1 DVDs and would like to know if R2 DVDs
that are PAL from Great Britain will play on DVD ROM on computers
sold in the US.

It depends on the DVD ROM drive. Most DVD ROM drives will allow you to switch regions a finite number of times (usually 5), and then the 5th time you switch, the player is locked into that region permanently. There are hacks for the firmware of the drive, but it can seriously screw things up if you don't do it properly.

On a lighter note, monitors for computers are neither PAL nor NTSC, so no conversion is necessary, which is nice.
