Paypal/Bill Me Later Up to $100 Off - What's the Catch?

So I got an email from paypal (legit) saying I'm preapproved for a Bill Me Later account (basically another credit card, I know), and the big deal about this is, I get up to $100 off. It doesn't give a minimum purchase amount or anything, and the example they give is if I spend $5, I get $5 off. Can I really use this to get $100 of a close-to-$100 item, or am I reading too much into this? It takes a few cycles to credit the account, but it sounds almost too good to be true (and I know what they say about that).

Also, can I use bill me later with paypal on ebay? That's where I'm most likely to find something I want in this price range.
